We’re looking for talented Sub Agents to join our growing team and play a key role on our flagship framework in Plymouth. With multiple opportunities available, this is your chance to contribute to a high-profile, long-term programme delivering complex and rewarding civil engineering works.
As a Sub Agent at VolkerStevin, you’ll be an integral part of our site teams, providing both technical support and leadership. Acting as the vital link between engineering teams, Site Agents, and Project Managers, you’ll help ensure smooth delivery, strong collaboration, and successful project outcomes.

Overview
Responsible for the delivery of the construction-phase of assigned site or a section of the site on a large scheme. To receive instruction and to issue instruction and provide direction in order to ensure the successful delivery of the construction works assigned by the Agent or Project Manager.
Responsible for management of the site from a SHEQ perspective.
Key Accountabilities:
Accountable for:
- SHEQ performance of the site.
- Identification of change / risk / opportunity and feedback to Agent or PM for resolution.
- Production / review / monitoring of RAMS / ITP's to ensure compliance with business standards, policies and procedures.
- Accountable for provision of accurate as-built documentation.
- Accountable for production & issue of Weekly Progress Programmes and Reports.
- Ongoing Site/ Client interface and keeping good relations with clients operations team.
Responsible for:
Construction
- Delivering the works safely, with overall responsibility for management of the site:
- Be familiar with and observe all relevant statutory provisions applicable to construction and related industries
- Provide an overall Site Management Plan (SMP) and Environmental Control Plan (ECP) for each site, making an adequate assessment of the risks involved, and ensuring that safe systems of work and method statements are produced, followed and reviewed.
- Ensure that all temporary works are complied with.
- Ensure that all lifting operations are managed by the appointed AP and Lift Supervisor are in place
- Ensure the Service Co-Ordinator is in place.
- Ensure that all excavation works are recorded by the site supervision.
- Ensure activity and/or substance-specific assessments under the Control of Substances Hazardous to Health (COSHH) Regulations are made and communicated to those at risk.
- Responsible for management of supply chain during construction - supported by Site Agent/PM and commercial team:
- Pre-start Meetings
- Progress Review/Co-Ordination Meetings
- Support subcontract management processes – Notice to Commence, programme review & acceptance, EWN’s, CE’s, Contractor’s Instructions

About you
- Technical qualification (example Degree in civil engineering or HND)
- Bachelor’s Degree in civil engineering
- At least 6+ Years’ Experience in heavy civil engineering
- Ability to produce Work Package Plans, Task Briefing Sheets, and safe systems of work
- Knowledge of Safety, Quality and Environmental issues
- Experience in civil engineering
