The SID is a fully integrated team that will bring together the strengths, capabilities, and knowledge of the partners and Network Rail. It will own the renewals work bank, manage it at portfolio level and drive a transition to a production management ethos. The SID is commercially aligned and jointly incentivised creating a ‘share in success’ environment. Business partners within the alliance will generate profit through performance against the Final Determination. The four partners, VolkerFitzpatrick, Octavius, Atkins, and VolkerRail are aligned to the core asset disciplines with the fifth partner, Network Rail Minor Works, being multi- disciplinary for low complexity, low value works.
An opportunity has arisen for a Professional Head of ETE to join the Major Projects Business working on the Southern Integrated Delivery project based at Puddle Dock.
You will be responsible for:
Provide professional engineering leadership to engineers throughout VolkerRail, the Company, acting as the Company Technical Authority for engineering activities.
- Identify and specify the required competences and mentor/challenge engineers in all parts of the Company.
- Engage with the wider Central Engineering Team to identify, review, and agree non-discipline specific competencies for inclusion in the role profiles.
- Lead the formulation of Training and Development plans and support the technical development of graduate engineers/trainees through to professional qualifications via a structured programme.
- Engage with the learning and development team to determine suitable training courses and to ensure that they meet the requirements of the business.
- Assess suitability and endorse proposed engineers for nominated roles associated with engineering management.
ETE Operational and Regulatory Standards
- You provide a professional engineering service throughout VolkerRail, primarily focused in Southern Region.
- The Company identifies and complies with all statutory, mandatory, and contractual requirements in respect of its engineering activities.
- You review rail industry and client standards for commercial, safety and technical impact on the Company and ensure appropriate briefings are undertaken for VolkerRail staff and, where appropriate, its subcontractors.
- The identification, development, communication, implementation, monitoring and maintenance of company operational and technical standards, instructions, and procedures are undertaken to comply with legislation, rail industry and client standards.
- You assist, where appropriate, with the implementation of other discipline or non-engineering internal procedures and standards across VolkerRail.
- You engage with the delivery teams on a regular basis in order that the effectiveness of standard or process implementation can be determined; and to further develop internal standards and procedures where appropriate.
ETE Safety Validation
- Assist in the management and safety validation of change, in accordance with VolkerRail standards and procedures.
- Carry out site safety tours and category 3 audits, as required by the business.
Investigations
- Where trained and competent, and requested by the Designated Competent Person, act as lead investigator for investigations into safety or engineering related incidents.
- Offer support to investigations as technical lead for your discipline.
- Where the investigations are of an ETE/Conductor Rail topic, attend the quarterly Investigation Review Meetings or review the meeting output to provide feedback and collate learning for onward communication to your discipline engineering community.
Work Winning
- Support the complete bid/tendering process, as required, within the Company; advising on process, methodology and strategy to enhance the outcome of the bid.
Innovation
- Maintain contacts within the railway industry to ensure VolkerRail maintains a competitive position by use of best practice and innovative techniques.
- Ensure appropriate briefings are delivered to pertinent personnel on all appropriate engineering, business and HSQE matters.
About you

Meets the educational requirements in UK-SPEC for registration with the Engineering Council for Chartered Engineer (CEng) with the relevant Engineering Institution.
- Relevant Degree.
- Chartered Professional with Fellowship of appropriate institution.
- Significant and demonstrable Senior Engineering Management experience in Rail.
- IOSH accredited Safety Management training.
- IOSH accredited Risk Assessment training.
- IOSH accredited Safety Management training,
- IOSH accredited Risk Assessment training
- IOSH accredited Accident Investigation training.
- Full UK driving licence
