We have an exciting opportunity for a Framework Bid Manager to join our Scotland office within the Work Winning Department.
The successful candidate will be responsible for managing and leading all tender opportunities received through VolkerRail's existing framework agreements. Working closely with clients, operational teams and key stakeholders, the role will focus on developing winning solutions, delivering high-quality submissions, negotiating opportunities and maximising work secured through established frameworks. The position requires strong relationship management, commercial awareness and bid leadership skills to convert framework opportunities into successful contract awards and long-term client partnerships.
Key Responsibilities
- Lead the development and delivery of tender opportunities received through existing framework agreements.
- Establish, monitor and manage tender programmes to ensure all activities and submissions are completed on time.
- Act as the primary point of contact for clients throughout the tender process.
- Lead the production of all tender elements including scope development, solution development, pricing, programme, risk management, commercial submissions and written deliverables.
- Draft, review, edit and finalise tender responses to maximise evaluation scores and clearly demonstrate value to clients.
- Lead tender settlement, clarification and negotiation activities.
- Coordinate the preparation of submission documentation, ensuring compliance with client requirements and VolkerRail governance processes.
- Ensure the timely submission of all tenders.
- Lead the tender handover process following contract award.
- Coordinate multidisciplinary teams to produce competitive, compliant and innovative proposals.
- Challenge and improve proposed solutions to maximise client value and competitive advantage.
- Identify opportunities to introduce efficiencies, innovation and added value within tender submissions.
- Work closely with estimating, commercial and operational teams to ensure robust and competitive submissions.
- Ensure risks and opportunities are identified, managed and appropriately addressed within submissions.
- Develop and maintain strong working relationships with framework clients and key stakeholders.
- Work closely with clients to understand their requirements, priorities and upcoming opportunities.
- Participate in regular client engagement meetings and framework reviews.
This role is ideal for an experienced Bid Manager who enjoys working closely with clients, developing winning solutions and securing projects through established framework agreements whilst building long-term client relationships across Scotland.
About you
- GCSE Maths and English Grade C or above
- Construction related Degree
- Engineering and Management qualifications
- Minimum 2-3 years’ previous bid management experience, including all aspects of bid preparation and post-tender activity through to contract award in the rail industry / construction
- Experience in team management / project management
- Experience in written deliverable production
- Experience working with different contracting arrangements and good commercial knowledge
- Ability to negotiate with clients
- Excellent communication and presentation skills
- Collaboration skills
- Excellent ability to multi-task and work to short timescales
- Ability to interrogate and review estimates, programmes and written deliverables
- Excellent attention to detail
- Problem-solving skills, with the ability to stay organised and prioritise effectively
- A full UK driving licence
