Environment Agency National Contractors Framework 1 & 2

VolkerStevin was selected by the Environment Agency as one of only seven Contractors to undertake its National Capital Works Programme NCF 1 throughout England and Wales. We were one of only two contractors re-selected for the second term NCF 2, which runs until 2015.

Scope

The individual projects are allocated directly based on performance and generally comprise:

  • ECI works including SI and 3rd party liaison and engagement
  • Interpretation of SI and subsequent design management and development of best practice methods of working
  • Construction of flood defence solutions including embankments, sheet piled walls, in-situ and pre-cast concrete walls, masonry walls, rock protection
  • River diversion works
  • Flood Water Pumping station Construction
  • Over-pumping and fluming of culverts and rivers
  • Service protection, diversions and installations
  • Public Realm and Landscaping works
  • Health & Safety Management
  • Environmental works for habitat protection, creation and enhancement
  • Delivering Quality workmanship
  • Encouraging early Supply chain involvement
  • Liaison and engagement with third parties during the construction process and beyond

The programme is being administered using an open book approach with NEC Option C - Target Cost with Activity Schedule. 

Our role includes Early Contractor Involvement during the design development and PAR preparation stages by functioning as an integrated team with the Client and Consultants giving advice on construction techniques, logistics, Quality, programming, environmental impact, Health & Safety mitigation measures and risk analysis.

We have also played an important role with the development and implementation of the Key Performance Indicators, which were tailored to suit the requirements of the programme.  A detailed performance measurement system is in place, which is linked directly to both project Commercial and Programme level Incentivisation.

In addition, VolkerStevin uses in-house Subsidiary companies within the Framework, with VolkerGround Engineering undertaking sheet piling works and VolkerBrooks supplying Plant, miscellaneous Steelwork and formwork and manufacturing precast copings and culverts.
