The East Coast Digital Programme (ECDP) is a transformational programme with a vision to create the next generation railway that works better for people. ECDP and the deployment of European Train Control System (ETCS) brings significant change to the rail industry, with a once in a generation opportunity to transform how the railway works and is maintained for all users including On Track Machines, Freight, Charter and Heritage Operators and Passengers.
Working in partnership, Network Rail, Industry Partners, including the OTM Sector, the Government and Trades Unions, ECDP will upgrade the train control systems to create a more dynamic, more reliable, and more flexible railway. The Programme will introduce ETCS in the first instance on the East Coast Mainline South (ECML-S); i.e., between London King’s Cross and Stoke Tunnel, including the Northern City Line (NCL) between Moorgate and Finsbury Park, with further program roll outs in the future.

We have a great opportunity for a ETCS Systems & Change Analyst with robust change management experience based in Frodingham with travel to various locations.
You will be responsible for but not limited to:
- Change Management Leadership: Lead the planning and execution of change management strategies for major transformation projects, ensuring alignment with organisational objectives.
- Strategy Development: Develop and communicate strategic plans for change initiatives, collaborating with cross-functional teams to ensure successful implementation.
- Data Analysis and Reporting: Conduct detailed data analysis to identify business problems and opportunities, presenting findings and recommendations to the ETCS & Business teams.
- Ensure processes for the management of installed systems and infrastructure associated with on-board ETCS equipment to be in line with company guidelines or SOP (standard operating procedures) are developed, implemented and monitored.
- Responsible for the developing of scoping documents, risk assessments, hazard reviews. Assisting with the facilitation of HAZID workshops as required in respect of system infrastructure as required.
- Ensure processes for the management of the system related activity of train driving simulators, engineering training rigs and any other associated equipment, including installation, configuration, and testing operating systems, application software, and system management tools. Oversees the development of customised software and hardware requirements.
- Ensure processes for the management of system, cyber security, OKMS, DRACAS etc. are developed, implemented and monitored.
- Oversee the creation and delivery of training programs to support change initiatives, ensuring employees are equipped with the necessary skills and knowledge Supporting training and communication as part of change management.
- Supporting the execution of System Integration / testing activities for digital delivery.
- Responsible for the production of detailed process maps to document and analyse current and future state processes, supporting clear understanding and improvement initiatives.
- Continuous Improvement: Monitor the impact of change initiatives, using feedback and data to drive continuous improvement and sustainment of changes.
- Stakeholder Engagement: Build and maintain strong relationships with key stakeholders across all levels of the organization as required, facilitating communication and fostering support for change initiatives.
About you
Essential:
- Experience in business analysis and change management, with a track record of leading successful change initiatives in a railway environment.
- Experience in the delivery of Digital Railway Signalling (ETCS) and Control Systems
- Strong analytical and problem-solving skills.
- Knowledge of ETCS project safety requirements and contract conditions.
- An excellent knowledge and understanding of Systems requirements from legal requirements and communicating and introducing these into a business.
- Proficient in digital systems, project management and data analysis tools.
- Proficient in MS office applications (Microsoft Word, Excel, PowerPoint, and Outlook).
- Be able to communicate at all levels within the business as well as externally.
- Willingness to travel as required by the role.
- Full UK driving licence.
Desirable:
- Degree in Engineering, Business Management or equivalent.
- Excellent understanding of Information security requirements and processes.
- Knowledge of systems engineering software tools
- Leadership qualities and Organisational skills
- Ability to work independently and as part of a team.
