Colwyn Bay Waterfront Scheme - Phase 1a and 1b

This major coastal defence project in North Wales was delivered in two phases; Phase 1a and 1b:

 

  • Phase 1a - the demolition of the existing 100-year old wall and promenade and the construction of a new raised promenade that includes a road, cycleway and car parking, tying in with a new sea defence wall. 80,000t of rock armour were placed and 900t of concrete encased sheet piles driven during the construction works.
  • Phase 1b - reinforcing existing defence structures further along the promenade; dredging and beach nourishment; construction of rock armour revetment; extending an outfall; and, placing a reinforced concrete facing to existing sheet piles. Due to funding constraints, the works had a strict and challenging deadline. By mobilising quickly and effectively and by liaising closely with key suppliers, we were able to deliver Phase 1b ahead of time and below budget.

Effective public liaison and strong community relationships were of paramount importance during both phases of the scheme. A Public Information Centre was established and a Public Liaison Manager employed full-time to work with the local community and manage queries about the scheme. We also held public meetings at the Town Hall and contributed project information to newsletters and websites. Through careful planning and liaison, we minimised any inconvenience that could have occurred for beach and promenade users.
